Ya until the brown sludge rears it head in some cases. Do some searching on BITOG on WW'er. I see no need to overdose the surfactant raito in properly mixed antifreeze unless the coolant is past its service life.
Water Wetter doesn't play well with some of the modern antifreeze compounds in use today.
Adding additional surfactants to modern antifreezes could be counterproductive. The days of grandpas Green antifreeze are long gone.
