Do I need to upgrade the fuel injectors to 47lb when upgrading to a ported 18+ mani?

Can someone also explain how lockouts work and why tuners prefer them? I was looking into getting a ported 18 intake manifold. I only saw one video on YouTube of a guy actually using the MMR lockouts.
