Looks like plasti dip with maybe gloss
Figured it might be plasti dip. I like the look though I was thinking of doing it to mine along with lowering the car.

4 cans to be on the safe side do 4 or 5 coats of black and 1 -2 coats of clear if wanted. Usually run about 6$ a spray can. To avoid over spray on rotors I take a trash bag cut it down the side fees it through the wheel and wrap the rotor make sure bag isn't touch wheel surface. Apply plasti dip to your liking and let dry then just pull bag out there are lots of good videos on YouTube
