Front shock boots floating at the bottom?

Are the boots on the front shocks meant to be floating around like this? (That is, not secured down somewhere / somehow ?)

Yes, they're just dust boots and you'll only notice this at full suspension droop like when the front of the car is lifted. I've yet to own a car that has the dust boots actually attached some way at the bottom of the strut.
