Looking at the two generations, I see a 100hp difference between the supercharged stage 3 cars (575 vs 670). Doing some basic Googling of these cars yields the TVS blower is "all new" for the 2015+. Did the new blower provide the entire bump in HP or was other tuning employed in conjunction with the new blower?

The s550 engine is stronger than the s197 as it uses the boss 302 rods so it’ll hold more power. I believe the reason they revised the TVS and changed tuning was due to the fact that they knew they could push the engine further.

I owned both! I had a killer 2013 GHIG Roush Stage 3. I currently have a killer 2019 "triple" Shadow Black Roush Stage 3.
In my opinion, the 2013 was definitely more a raw, in your face car. The 2019 is a lot more refined, but yet so quick. Love them both.

Pics of both.

I think its both the tune and the new blower. Besides the difference in appearance, it comes down to the live rear axle and IRS. Personally, I'm really enjoying my 2016 Stage 3. To me, I wanted a car with the IRS for the curvy bumpy roads. I have to say the 2016 is refined to me. You don't get the loud wine of a super charger, in my opinion this is a good thing.

I just went from a '13 RS3 with the VMP 675HP upgrade to a '15 RS3 with the Roush 727HP upgrade. Had a chance to run them side by side on the street before I sold the '13. They pretty much ran neck and neck with the '15 just barely quicker. As expected, the Roush tune is much softer than the VMP tune. Both very cool cars with different motors and blowers.
