Oh, i got you. No, thats just oil marks..there was no rtv anywhere on it. It was perfectly clean. The screen is so small and the holes are really miniscule that they actually hold oil in them, so it looks like it's clogged but it's not. Think of a screen door. That is the filter.
Just bumping this for those who are unaware of the importance of this item. Ford also released another SSM (attached) which reiterates the importance of this part NEEDING to be replaced ANY TIME there is turbo work being performed on an EB engine (OR if rebuilding a EB block).
Do they expect this filter to last the life of the engine? It looks like a service item to be replaced at least at 100k miles, another big reason to keep oil fresh and clean.

Good question! Not sure, as I have not seen any other info stating the turbo oil supply filter is a normal service item - not even for the routine XXk mileage intervals. Maybe someone else can provide us with more info than what’s available in the SSM’s.
It just sort of sits in the block. I wouldn't push it too hard because I felt like it could be pushed right through pretty easily. The block is machine to keep it from being pushed through but once you have one of these in your hand you feel how pliable they are
