They've been done with this for a while. Calibrations were tweaked to what Ford felt met the necessary internal/external standards and testing for both EPA and CARB certification has been ongoing for some time. Power ratings are a simple matter of an SAE test and Ford has known exactly where the car would be, plus or minus, for a long time now.
No doubt but i know that according to my plant manager. The word was they wanted more out of it.

I Remember when ford spent 7 months on the boss 302 to get 4 more hp lol

I like to disassemble things.
Regardless, certification testing (and passing) must be complete and the car cannot be sold without approval from CARB/EPA. If you read through the standards for each you'll see that the calibrations had to be submitted along with a large list of data and vehicles to test. We are way too close to being able to order the car for Ford to change any of this as the applications would have to be redone, resubmitted, engine/vehicles retested, and then gaining approval. Tier suppliers are lined up with contracts and drawings to supply hardware to specification and will be suppling those parts in quantity soon.

Bottom line, being told that engineers are still working to wreak out every ounce of power is politics at its finest at this point in the game. Ford has their reason for not sharing power numbers beyond the explanations they have given to date. They know the horsepower/torque figures and they know how the car should perform with respect to emissions testing certification.

In California, for example, CARB states specifically...

The primary focus of enforcement is to ensure that all new vehicles sold, offered for sale, or used in the state are certified for sale in California. Under California's regulations, a new vehicle (defined as a vehicle that has fewer than 7,500 odometer miles) which is not certified to California's standards may not be sold within or imported into the state. If such a vehicle enters California, a Notice of Violation (NOV) is issued. The NOV requires that the vehicle(s) be removed from California and that a civil penalty of up to $5,000 per vehicle as authorized under Health and Safety Code Section 43151 be assessed. See Wilmshurst vs. ARB for case law regarding this program. For more information please contact Barbara Crump at (626) 459-4327.

California Health and Safety Code HSC 43151 said:
(a) A person shall not offer for sale, introduce into commerce, import, deliver, purchase, rent, lease, acquire, or receive a new motor vehicle, new motor vehicle engine, or motor vehicle with a new motor vehicle engine for use, registration, or resale in this state unless the motor vehicle engine or motor vehicle has been certified pursuant to this chapter.  A person shall not attempt or assist in any such action.

he states that a manufacturer can NOT start delivering vehicles to the dealerships until they have the EPA certification in hand. The statute dictates that they MUST submit their info no less than 30 days prior to the model year, however, they can only use the Jan 1st date 1 time, so the actual 2020 model year is jan 2 2019 through dec 31st 2020. the EPA generally returns that certificate within 30 days from reception. He assumes that Ford being large scale, they will be submitting the info well in advance.

He cited a case/instance where he was contacted by a guy who built a porsche panamera in roughly May, but could not receive the car until Sept since Porsche was delayed in submitting/receiving that certification.

in short, Ford has up until 30 days prior to the 500 rolling off the lots to submit, but likely sometime sooner
