Staying with the OE size I think the best you can do is a summer tire. I run the Nitto NT555 G2 albeit in a larger size and have been happy with them (street only). I have also seen people on here like the Firestone Firehawk Indy 500. Both are available in 255/40R19.
Looks like they do make seals the circled number calls for a quantity of 4 total so they are the same for all the solenoids. Personally I would do the same as you and swap to aluminum covers if I were going through the trouble to remove them.
I still think it's the VTC oil control solenoid seal in the valve cover. If it were from the filler tube how would it get up in the circled area? Not trying to argue just my opinion.
