Between any two washers will be fine. You only need one low-friction plane for the sliding to occur at. Tip - stainless washers have a far better finish for this purpose than zinc-plated.
You won't need an impact if you grease both the washers and the stud threads, just a standard-length 1/2" drive ratchet is probably all you'll need and you still won't be using anywhere near all your strength. You'll know when you've pulled each stud all the way home, where a reasonably powerful impact tool is likely to keep going a little further. Low torque settings may not be quite enough, and you still don't have good control over stopping at the right amount of nut rotation.
You will need to find a way of keeping the hub from turning, such as an assistant stepping on the brake or by blocking rotation at the studs with a pry bar or something similar.
