Emergency Brake not going down all the way???

Me and the local stealershits and Ford are not on very good speaking terms. Plus I have 40k on the clock. I don't think it's the cable for mine. It's been like this since I got it with 4K on the clock and I can watch the boot stretch. Going to crawl under it this weekend since I have seen this thread and check the cable to make sure.

I had this same issue. Dealer adjusted bolt and problem is fixed.
