Is DIB a Candy like Ruby Red?

So as the title goes - I love DIB, and to me it give a very similar impression of Ruby Red, only that it is blue, and darker.

So is it just a metallic paint or is it a metallic with coloured clear over it?

I wonder this because of price (Ruby Red costs more), and I can see two scenarios:

DIB is just a metallic but the darker colour is such that it gives the same highlighting impression as the Ruby Red in light.

OR

DIB is the same sort of process as Ruby Red, but Ford offer it for free because it is blue (Ford colour) and making the great colour free means people will see more blue cars on the road and it will put Ford in more peoples' minds more often?

Thanks. That seemed the most likely answer too. I'd love to see how a dark blue would look done like Ruby Red, I wonder if it would be an extra level of awesome or pretty much the same.
