I traded it in on a 2017 and they then sent the car to the USA, I am in Canada. I am moving and it sounds like it is of no value so I will throw it away.

To get the car from Canada to America you need a letter of Conformity. They do not issue those if the car has a recall. I have to wait to get the recall fixed first to get it into America.
This has put me in a tough spot. I am purchasing a R model and needed to sell my GT350 to make the purchase. I cannot sell my car to America when there is a recall. The dealer told me Canada will be last to get the parts and expect to wait till January or Feb. ugh.
Can you please quote me tires with my wheels that should be shipping soon. An aggressive tread would be great in factory sizes. I believe my invoice includes lugs

It is tiered, i believe it keeps getting higher up to 100k. I will look at my paperwork again and get the exact rate. I think it might have been 5 plus 12% for a total of 17, maybe the vette was 19.
Canadian cars cannot go across the border if they are brand new and never titled first in Canada. It would go against NAFTA if you could not bring a used car across the border. The economics don't really work bringing a GT350 from Canada to the USA. My GT350 cost $80200 plus 19% tax.
