Found this plastic tool under the front seat of my 350 before the car was set up. Looks like it was used as a tool on the line or a holder of some sort. Any ideas?

Does anyone know how the process for pulling allocations works? I've talked with Ford Corporate, Ford Performance, several sales managers, and dealer owners. The only answer was from my sales manager who says it's a lottery system. Possible, but not probable. Ordered my black track pack...
