Noticed that there is some foam padding between the guard and the inner guard today. It's on both sides but I'm not sure what the purpose is but assume it's a sound deadener or to stop vibration, only concern is that it may hold moisture and eventually cause some corrosion issues. Has anyone...

I don't seem to be able to raise the windows without starting the engine, not sure if this is normal or I'm missing something. Have looked through the manual with no luck, anyone else had this problem.
