I've noticed with my (new to me) 2016 GT than when I accelerate above 3000 rpms around town I get a sort of vibration from around the shifter area.

That's what I did once in the past... I met a guy at the bank. Paid off the loan and gave the reminder to the seller. Then the bank gave me the title.
I don't know what you should do now with electronic titles (i.e., no paper title exists). I feel like these cause more harm that good...
I'd go as new as you can... check the deals on the classified section here. I saw lots of cars for sale by overly protective owners on this site. I wouldn't worry about buying used if it was well cared for. I'd still aim for as low of miles as possible.
